Sanitary Sewer Credits
A homeowner was told by city technicians that a leak on his water service line needed repair, spent about $1,968 on excavation, and no leak was ever found. The city declined reimbursement, saying the leak would have been on the homeowner's side of the curb stop, but committee members acknowledged communication could have been better.
SSO Elimination Plan and Ohio EPA DFFO Compliance
The city will submit its sewer overflow elimination plan to the Ohio EPA, with eight projects over 20 years starting in 2028. Meanwhile, Arcadis was picked from nine bidders for the $411,400 construction engineering contract to replace old four-inch cast iron water mains on Front, Second, Third Streets and Indiana Avenue.
Front, Second and Third Street watermain improvements
Council reauthorized the state revolving loan agreement for the watermain replacement so the project can proceed.
Water and Sewer Rate Increases
A rate study recommends 2% annual increases for five years, taking effect January 1, 2027 — first readings were introduced, with votes to come.
Watermain replacement on Front, Second, Third and Indiana
A $3.3 million project will replace water mains using directional drilling — boring under yards instead of open-trenching — to spare trees, driveways and sidewalks. The low bidder complained the award costs $862,082 more than his bid; council weighed the trade-off and approved it anyway.
New water and sewer rates
First readings of ordinances updating water and sewer rate structures — the actual rate numbers and vote are still to come, likely later in October.
Watermain Replacement Project
The Front, Second and Third Street watermain project moves forward with $79,000 in materials and a re-signed Ohio EPA loan.
Stormwater Fee Start-Up
The new stormwater fee begins January 1, 2027, alongside the water and sewer rate increases.
Water main replacement on Front, Second, Third Streets
Utilities reported a water main replacement project starting this fall covering 10,400 feet on Front, Second, and Third Streets, and reminded residents a $6 monthly stormwater fee starts January 2027.
Wastewater treatment plant primary clarification expansion
A $484,500 design and bidding services contract with Fishbeck would move the wastewater plant expansion forward.
Stormwater utility launching January 2027
After two years of work, the city will roll out a stormwater utility in January to fund flood fixes and infrastructure repairs — adding $6 a month to residential utility bills. Lots more information is coming this fall.
Wastewater plant primary clarification expansion
The treatment plant needs more primary clarification capacity to handle current and future flows. Fishbeck will design it.
Stormwater utility fee outreach
A $6-a-month stormwater fee starts January 2027. City staff are preparing public outreach so residents know what's coming and can ask questions.
Stormwater Utility Program Enterprise Fund
First reading of a resolution creating a dedicated fund so all stormwater service charges are used only for the stormwater program.
Wastewater plant digester project on track
Councilmembers toured the wastewater treatment plant digester upgrade and reported progress is on track — and a nearby resident councilmember says odors have been better than expected.
Senior Loft Watermain Extension and W. 6th Street Fire Protection
A water main extension on West Sixth Street will serve the Perrysburg Senior Lofts project and improve fire protection in the area.
